اعلامیه مجمع سازمان های سکولار دموکرات ايران، به مناسبت سفر رئيس جمهور حکومت اسلامی به سازمان ملل

 نماد بين المللی نقض حقوق بشر و توسعۀ تروريسم 
به نيويورک می آيد!

خطاب اين اعلاميه به وجدان های بیدار،

مبارزان راه رفع هرگونه تبعیض،

کوشندگان استقرارِ جدائی مذهب
 از حکومت 

و هواداران اجرائی شدنِ 
مفاد اعلاميۀ جهان گستر حقوق بشر 
در همۀ جوامع بشری است.

خانم ها و آقايان!
همزمان با شصت و ششمین سال تصویب اعلامیۀ حقوق بشر، سفر آقای حسن روحانی، رئیس ‌جمهور فعلی حکومتاسلامی ایران، به نیویورک، به منظور شرکت و سخنرانی در شصت و ششمین مجمع عمومی سازمان ملل متحد، که رکن اصلی، جهانی و مشورتی سازمان ملل است، بار دیگر اجرای نمایشی از چند روئی های اين حکومت اسلامی و کارگزاران آن است.

رژیم ولایی ایران، با تکیه بر باورهای فرقۀ مذهبی شيعۀ دوازده امامی که قانون اساسی اش را شکل داده و به لحاظ ساختاری تناقضی آشکار با مفاد جهانی حقوق بشر دارد، همواره خود را مُحّق دانسته که، بر خلاف تعهدات خود به جامعهء بين المللی در مورد رعایت حقوق بشر و آزادی های اساسی، در راستای سلب حقوق و آزادی های مندرج در این اعلامیه از مردم ايران، در سطحی به گستردگی اين کشور دست به هر کاری که می خواهد بزند و به کسی یا جائی نیز پاسخگو نباشد.

اين سفر در زمانی انجام می شود که، هفته گذشته، 12 سپتامبر 2014، آقای بان کی مون، دبیرکل سازمان ملل متحد،گزارش جديدی را در مورد نقض حقوق بشر در ایران منتشر کرده اند.  در این گزارش از جمله آمده است که: «تعداد اعدام ها، و از جمله اعدام زنداني سياسی و مجرمين به سن قانونی نرسيده افزايش يافته است... مرتباً گزارش هائی در مورد دستگيری و تعقيب جزائی سرخود روزنامه نويسان، فعالان حقوق بشر و فعالان حقوق زنان دريافت می شود... تبعيض عليه اقليت ها همچنان ادامه دارد و در برخی موارد به تعقيب جزائی می انجامده است... عليرغم اظهارات دولت در مورد برقراری مساوات جنسی، آزادی رسانه ها و رفع تضييقات اينترنتی، هيچ يک از اين وعده ها به درستی عملی نشده است... گزارش می شود که در سال 2013 حدود 700 زندانی اعدام شده اند که نشانگر افزايش چشمگير اعدام ها نسبت به سال 2012 است... محکومين به اعدام اغلب حق تجديد دادرسی نداشته اند... در برخی موارد چندين نفر مخفيانه اعدام شده و به خانواده هاشان اجازهء آخرين ديدار داده نشده است. در برخی موارد، جسد قربانيان برای تدفين درست و مطابق آداب مذهبی تحويل خانواده ها نشده است... قوهء قضائيه حوزهئ کار خود را گسترده کرده و پرونده های سياسی و جرايم اقتصادی را نيز در بر گرفته است. منابع قابل اعتملذ گزارش کرده اند که در پمنجم ماه ژوئن 2014 بيش از 197 نفر در فاصلهء بين اول ژانويه تا 10 ژوئن 2014، اغلب بصورت مخفيانه، اعدام شده اند...»

علاوه بر موارد ذکر شدۀ فوق، حکومت اسلامی در سطح خاورمیانه و بین المللی نیز پیامی جز کینه و نفرت مذهبی و قومی و جنسیتی نداشته است. شرکت مستقیم در قتل عام مردم بیگناه سوریه و صرف منابع بسیاری از کشور ایران در جهت دستیابی به سلاح های اتمی و سازماندهی گروه های تروریستی و رشد جریانات رقیب و سکتاریستی اسلامگرا شعله ور کردن جنگ ها و ضدیت با دمکراسی و حقوق بشر در منطقه از کسی پنهان نیست. پيدايش اين حکومت سرآغاز پيدايش بنيادگرائی هائی مذهبی در منطقه شده است که اکنون يکی از تجليات بربريت و سبعيت خود را بصورت ظهور «داعش» به نمايش بين المللی نهاده است. و حیرت آور آنکه حکومت اسلامی از زبان صادق لاریجانی، رئیس قوۀ قضائیه، به جای دادن توضیح یا تصحیح گزارش بان کیمون، - حتی به دروغ -، در برخورد با برخی از مهم‌ترین مواردی که در گزارش یاد شده آمده (از جمله افزایش قابل توجه مجازات اعدام)‌ گفته است که "احکام اعدام و قصاص از مبانی دینی و حقوقی و قانونی جمهوری اسلامی است" و "دبیرکل سازمان ملل چه کاره است که از حکومت ایران بخواهد اجرای یک حق خصوصی مبتنی بر ایمان مردم را متوقف کند؟." حکومت اسلامی بارها ازسفر آقای احمد شهيد، نمايندهء سازمان ملل در مورد حقوق بشر، به ایران جلوگیری کرده و اکنون با دادن القاب توهین آمیز به شخص دبیرکل سازمان ملل، ايشان را جاسوس سازمان اطلاعات امريکا (سيا) خوانده است.

در واقع آقای حسن روحانی، نماينده و نماد رسمی حکومتی است که طی 36 سال سلطه گری، بی آن که جوابگوی کسی باشد، معترضین و منتقدین خود را معدوم کرده و هزاران زندانی سیاسی را، به عنوان کافر و ملحد و منافق، شکنجه و اعدام نموده و اجسادشان را بصورت دسته جمعی و مخفیانه در گورهای بی نام و نشان دفن کرده است. اين حکومت در مواردی که دست به کشتن معترضین و منتقدین خود نمی زند، با زیر پا گذاشتن تمام قوانين بین المللی در مورد زندانيان، و با عدم رعایت حقوق اولیۀ آنان و محروم کردن شان از دوا و دکتر، عملن زندان های ایران را تبدیل به شکنجه گاه هائی برای مرگ تدریجی زندانیان سیاسی و عقیدتی کرده، و خانواده های آنان را به گروگان های خود مبدل ساخته است. حتی وکلای شريف متهمين مورد غضبِ حکومت نيز هم اینک بلاتکلیف در زندان های ایران بسر می برند و تقاص پايداری به سوگند کاری خود را بصورت زندانی شدن پس می دهند. اين وضعيت ایران را در بالاترین ردیف کشورهایی قرار داده که بخاطر نقض حقوق بشر، دائماً اخطاریه می گیرد. اين حکومت اسلامی نماد همه گونه تبعيض است؛ تبعيض های مذهبی، جنسيتی، عقيدتی، قومی و فرهنگی در سراسر ايران، مردم اين کشور را به ستوه آورده است. اين حکومت خود را نمايندۀ اکثريتی می داند که بخود حق می دهد حقوق همهء اقليت های گوناگون را زير پا بگذارد و ايران را تبديل به انباری از باروت آماده به انفجار درد و نفرت کند.
ما، سازمان های سکولار دموکرات ايرانی امضاء کنندۀ اين متن، همزمان با سفر نمایشی رئیس حکومتی موسوم به "جمهوری اسلامی ایران"، خود را مکلّف می دانیم تا توجه همۀ وجدان های بيدار جهانيان و مسئولان نهادهای حقوقی بین المللی و سازمان ها و ارگان های مدافع حقوق بشری را به شرایط دردناک مردم ایران، جلب نموده و متن حاضر را با اين اخطار جدی پايان دهيم که استمرار اين حکومت اسلامی نتيجه ای  جز استمرار آشوب و هرج و مرج در جهان و ابقای سلطۀ بیشتر رژیم بر مردم ايران و، در نتیجه، انکار هرچه بیشتر حقوق اقلیت های مذهبی، قومی، نژادی، زنان و جوانان تحصیل کرده اما بیکار، و کودکان کار و خیابانی که بر اساس آمار رسمی دولتی، اکثر این کودکان به علت تجاوز های جنسی، بالاترین رقم بیماران ایدزی در ایران را تشکیل می دهند، نخواهد داشت. 
ما اعلام می کنيم که هرگونه سازشی با اين رژيم خود عملی در راستای نقض مفاد اعلاميهء جهانگير بشر که شريف ترین دست آورد سازمان ملل متحد است محسوب می شود.

THE SYMBOL OF BREACHING HUMAN RIGHTS AND EXPANDING TERRORISM COMES TO NEW YORK!

An open letter by the Coalition of Iranian Secular Democratic Organizations, regarding the trip of Islamic Regime’s President to the UN.

This open letter is addressed to the awaken soles of the world,

Those people who strive against all kinds of discriminations

Those who believe in separation f Church and state

And those who envision the immanent realization of the Universal Declaration of Human!

Ladies and Gentlemen,

Coincided with the 66^th anniversary of the signing and announcing the Universal Declaration of Human Rights, the participation of Mr. Hassan Rouhani, the President of Islamic Republic of Iran, in the UN general assembly in New York is once again a manifestation of IRI’s multifaceted policies.

This religious-clerical regime, whose constitution - based upon the tenants of a religious sect called the Twelver Shiism – has come into existence just to negate the provisions of the Universal Declaration of Human Rights, without seeing itself answerable to any of the world authorities. In fact, despite its acceptance of the relevant international laws and regulations pertaining to the issue of Human Rights, it has systematically breached its obligations on a very vast scale in Iran.

This trip of IRI President to New York is also coincided with the issuance of a report by Mr. Ban Ki Moon, the secretary General of the United Nations, on the breaches of IRI with regards to human rights (September 12, 2014). In this report, he writes thatsince the election of Mr. Rouhani, “the application of the death penalty, including in relation to political prisoners and juvenile offenders, has increased. Reports of the arbitrary detention and prosecution of journalists, human rights defenders and women rights activists have continued to be received. Discrimination against minority groups has persisted, in some cases amounting to persecution… The Government made statements and overtures regarding gender equality, media freedom and the easing of online restrictions, but these were not followed by concrete steps to effectively address concerns in those areas…. Approximately 700 persons are reported to have been executed in 2013, a dramatic rise compared with 2012… People on death row were reportedly often deprived of appeal… A number of individuals were also executed in secret, without relatives being informed or given the opportunity for a final visit. In certain instances, the bodies of the victims were not returned to their families for proper burial and religious rituals… The judiciary appeared to be expanding its scope to include political cases and nonviolent economic crimes. On 5 June 2014, a group of special Reliable sources suggest that more than 197 persons were executed between 1 January and 10 June 2014, the majority in secret.”

In addition to the above facts, IRI has no plans for the whole Middle East region but to add petrol on to the fire of hatred and enmities stemming in religious, gender and ethnic differences. Its direct participation in the mass killings of innocent civilians in Syria, and its wasting vast amounts of the Iranian resources on obtaining nuclear weaponry, as well as helping terrorist Islamic factions, opposing democracy and human rights are all very obvious and undeniable facts. The appearance of this regime has been the beginning of the rise of religious fundamentalism and intolerance in the region that now manifests its barbaric nature in the shape of ISIL on the international arena.

It is amazing that instead of trying to refute or correct the contents of Mr. Ban Ki Moon’s report, especially on the issue of the rising numbers of hangings, even to keep the appearances, Mr. Sadegh Larijany, the head of IRI judiciary, has said that hanging is one of the religious and legal pillars of the regime and Mr. Ban Ki Moon has no right to ask for the stoppage of this spiritual right of the people! IRI has repeatedly prevented the trip of Mr. Ahamd Shahid, the UN Human Rights Council Special Rapporteur to Iran. Their latest label attributed to the UN General Secretary is that he is a CIA agent.

Thus, Mr. Rouhani is the representative and a symbol for a regime that over 36 years of uninterrupted rule and without being answerable to any authority, has tortured and annihilated many of its critics and protesters and sent thousands of its political prisoners to the gallops, calling them heretics and infidels, and burying them in unknown and collective graves. This is a regime that, when killing its political opponents becomes unadvisable, imprisons them, as well as depriving them from all their recognized rights including right of medical treatment. Thus, IRI has turned its prisons into places of horrendous tortures for the people inside and has kept their families as its hostages in outside. Even the lawyers who defend the political prisoners in courts are not immune from prosecution and many of them are already serving time in jails in very lamentable conditions. This situation has put Iran on the top of the list of violators of human rights, receiving repeated warning from international authorities.

IRI is the ultimate symbol of all kinds of religious, gender, conscience, racial and cultural discriminations, causing its population to become increasingly desperate and hopeless. This regime declares itself as the representative of the majority and deprives all its minorities from their rights, turning Iran into a suffering entity ready to explode in pain and hatred.

Now that the president of this blood thirsty regime is on his way to New York, we, the undersigned, the representative of a coalition of Iranian Secular Democrat Organizations in exile, feel the obligation of attracting the attention of all awaken soles, all relevant international institutions and all human rights organizations to the sufferings of the Iranian people.

And we end this open letter with a serious warning to everybody: The continuation of this regime’s life would only result in more chaos all over the world and more sufferings for the Iranian people, in addition to more denial rights of all religious and ethnic groups, as well as those of Iranian women, the educated young stratum of the society, that is deprived of jobs and future, as well as those numerous ‘street children’ who are inflicted by AIDS due to rape and mistreatment.

We warn the world that any kind of compromise with this regime would mean a breach of the provisions of Universal Declaration of Human Rights - the most honorable product of the United Nations.
